Amends the State Commemorative Dates Act. Designates each February 28th as a day for the commemoration of and reflection upon the contributions of African American slaves to Illinois and the United States. Effective immediately.

| AN ACT concerning government.
|

| Be it enacted by the People of the State of Illinois,
|

| represented in the General Assembly:
|

| Section 5. The State Commemorative Dates Act is amended by |
| 5 |
| adding Section 150 as follows: |
| 6 |
| (5 ILCS 490/150 new) |
| 7 |
| Sec. 150. Commemoration of contributions of African |
| 8 |
| American slaves. February 28 of each year is designated as a |
| 9 |
| day for the people of this State to commemorate and reflect |
| 10 |
| upon the contributions of African American slaves to Illinois |
| 11 |
| and to the United States.

| 12 |
| Section 99. Effective date. This Act takes effect upon |
| 13 |
| becoming law.
