Amends the Illinois Procurement Code. Requires that each chief procurement officer establish a goal of at least 10% of the total dollar amount of State contracts of agencies under the officer's jurisdiction to be awarded to veteran-owned businesses.

| AN ACT concerning finance.
|
| 2 |
| Be it enacted by the People of the State of Illinois,
|
| 3 |
| represented in the General Assembly:
|
| 4 |
| Section 5. The Illinois Procurement Code is amended by |
| 5 |
| adding Section 45-57 as follows: |
| 6 |
| (30 ILCS 500/45-57 new) |
| 7 |
| Sec. 45-57. Veteran-owned businesses. |
| 8 |
| (a) As used in this Section: |
| 9 |
| (1) "Armed forces" means the United States Army, Navy, |
| 10 |
| Marine Corps, Air Force, and Coast Guard. |
| 11 |
| (2) "Veteran" means a person who served in the United |
| 12 |
| States armed forces, a reserve component of the United |
| 13 |
| States armed forces, or the Illinois National Guard and who |
| 14 |
| was discharged (i) honorably, (ii) due to hardship, or |
| 15 |
| (iii) due to a service-connected disability. |
| 16 |
| (3) "Veteran-owned business" means a business concern |
| 17 |
| (i) at least 51% of which is owned by one or more veterans |
| 18 |
| or, in the case of a corporation, at least 51% of the stock |
| 19 |
| of which is owned by one or more veterans and (ii) the |
| 20 |
| management and daily business operations of which are |
| 21 |
| conducted by one or more veterans. |
| 22 |
| (b) At least 10% of the total dollar amount of State |
| 23 |
| contracts of all agencies under his or her jurisdiction shall |
