| AN ACT concerning education.

| Be it enacted by the People of the State of Illinois,
|

| represented in the General Assembly:
|

| Section 5. The School Code is amended by adding Section |
| 5 |
| 2-3.148 as follows: |

| (105 ILCS 5/2-3.148 new) |
| 7 |
| Sec. 2-3.148. Energy efficiency in schools; loan program. |
| 8 |
| The State Board of Education shall create a low-interest |
| 9 |
| revolving loan program for school districts to renovate, |
| 10 |
| rehabilitate, or upgrade existing school facilities to |
| 11 |
| incorporate environmentally friendly or energy-efficient |
| 12 |
| building materials or alternative energy devices. The State |
| 13 |
| Board may adopt any rules necessary to implement this Section.
