    AN ACT concerning health.

    Be it enacted by the People of the State of Illinois,

represented in the General Assembly:

    Section 5. The Mental Health and Developmental 
5
Disabilities Code is amended  by changing Section 1-129 as 
6
follows:

    (405 ILCS 5/1-129)

    Sec. 1-129. Mental illness. "Mental illness" means a 
9
mental, or
emotional disorder that substantially impairs a 
10
person's thought, perception of
reality,
emotional process, 
11
judgment, behavior, or ability to cope with the the ordinary

12
demands of
life, but does not include a developmental 
13
disability, dementia or Alzheimer's
disease absent psychosis, 
14
a substance abuse
disorder, or an
abnormality manifested only 
15
by repeated criminal or otherwise antisocial
conduct.

    Section 99. Effective date. This Act takes effect upon
