    AMENDMENT NO. ______. Amend House Bill 639, AS AMENDED,

with reference to page and line numbers of House Amendment No.

1, on page 3, by replacing lines 3 through 11 with the 
5
following:

    "(a-5) Except where compliance with Section 8-401 of this 
7
Act is of an urgent and immediate concern, no representative of 
8
a water, gas, or electric utility may discuss with a member of 
9
the Commission any matter pertaining to rates that a water, 
10
gas, or electric utility is considering filing with the 
11
Commission under this Section fewer than 30 days prior to the 
12
filing."; and

on page 5, by replacing lines 3 through 8 with the following:

"utility. The staff of the Commission or any  party of record in 
15
a proceeding initiated under this Section who has submitted a 
16
post-hearing brief must be given the opportunity to present 
17
oral arguments on the propriety of any proposed rate or other
