Amends the Employment of Illinois Workers on Public Works Act. Provides that a person convicted of violating the Act, who previously was convicted of one or more violations of the Act that occurred after the bill's effective date, may not receive any a State contract for one year following the most recent conviction.

| AN ACT concerning finance.
|

| Be it enacted by the People of the State of Illinois,
|
| 3 |
| represented in the General Assembly:
|
| 4 |
| Section 5. The Employment of Illinois Workers on Public |
| 5 |
| Works Act is amended by changing Section 6 as follows:
|

| Sec. 6.
Any person who knowingly fails to use Illinois |
| 8 |
| laborers as
required in Article 2 of this
Act, shall be guilty |
| 9 |
| of a Class C misdemeanor. In addition to the Class C |
| 10 |
| misdemeanor penalty, a person convicted under this Section who |
| 11 |
| previously was convicted under this Section of one or more |
| 12 |
| violations that occurred after the effective date of this |
| 13 |
| amendatory Act of the 96th General Assembly is prohibited from |
| 14 |
| receiving any State contract for one year following the most |
| 15 |
| recent conviction. Each separate case of
failure to use |
| 16 |
| Illinois laborers on such public works projects or
improvements |
| 17 |
| or for the clean-up and on-site disposal of hazardous waste |
| 18 |
| shall
constitute a separate offense.
