| 2 |  |     WHEREAS, The members of the Illinois Senate are saddened to   | 
| 3 |  | learn of the death of
Mary Ellen Wiggins, who passed away on  | 
| 4 |  | September 7, 2008; and
 | 
| 5 |  |     WHEREAS, Mary Ellen Wiggins was born on December 30, 1939  | 
| 6 |  | in Chicago to the union of George Winsley Wiggins and Mabel  | 
| 7 |  | Wiggins; and
 | 
| 8 |  |     WHEREAS, Mary Ellen Wiggins attended Forestville Grammar  | 
| 9 |  | School and Dunbar High School; and
 | 
| 10 |  |     WHEREAS, Mary Ellen Wiggins accepted Christ as her savior  | 
| 11 |  | at an early age and was baptized at First Church of  | 
| 12 |  | Deliverance, where her grandmother and daughter were members;  | 
| 13 |  | and
 | 
| 14 |  |     WHEREAS, Mary Ellen Wiggins later united with the City of  | 
| 15 |  | Faith Christian Church of Chicago; and
 | 
| 16 |  |     WHEREAS, Mary Ellen Wiggins was socially and politically  | 
| 17 |  | involved in her community, where she resided and worked; and
 | 
| 18 |  |     WHEREAS, Mary Ellen Wiggins strongly believed in change and  | 
| 19 |  | self-sufficiency for all residents; and
 | 
|     |

| 1 |  |     WHEREAS, Mary Ellen Wiggins began her journey of service as  | 
| 2 |  | a LAC Clerk at Washington Park Development, where CHA  | 
| 3 |  | Commissioner Artensa Randolph was the President and the  | 
| 4 |  | Chairperson of the Central Advisory Council; and
 | 
| 5 |  |     WHEREAS, Mary Ellen Wiggins became the President of the  | 
| 6 |  | Washington Park Development in 1995; and
 | 
| 7 |  |     WHEREAS, Mary Ellen Wiggins was elected Chairperson of the  | 
| 8 |  | Central Advisory Council in 2003; she has also served as the  | 
| 9 |  | organization's Building President and President of the  | 
| 10 |  | Washington Park Local Advisory Council; and
 | 
| 11 |  |     WHEREAS, Mary Ellen Wiggins believed that her family was  | 
| 12 |  | the foundation of her life; and
 | 
| 13 |  |     WHEREAS, Mary Ellen Wiggins leaves to cherish her memories  | 
| 14 |  | her sons, Kenneth Sr. and Jeffrey; her daughters, Itasca,  | 
| 15 |  | Millicent (deceased), Franchesca, Bernadette, Stephanie,  | 
| 16 |  | Tomika, LaVerne, and Tawiana; her grandchildren, Jason,  | 
| 17 |  | Tarnisha, Kennetha, Kenneth Jr., Keisha, Sherrita, Carl Jr.,  | 
| 18 |  | Zataunia, Hananiah, Aasha, Keon, Ashley, Printiss, Aaliyah,  | 
| 19 |  | Zacari, Damya, and Queonna; her great-grandchildren, Kayla,  | 
| 20 |  | KyJuan, Kyra, KeShauwn, Kyla, Noah, and Sadiyah; her niece,  | 
| 21 |  | Elaine Hines and her family, Courtney, Shireille, and Roger  |

| 1 |  | (deceased); her niece, Tameka and her son, Jarrick; the Hylick  |

| 4 |  | loving family members, friends, and colleagues; therefore, be  |

| 6 |  |     RESOLVED, BY THE  SENATE OF THE NINETY-FIFTH GENERAL  | 
| 7 |  | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn, along with  | 
| 8 |  | her family and friends, the passing of Mary Ellen Wiggins; and  | 
| 9 |  | be it further
 | 
| 10 |  |     RESOLVED, That a suitable copy of this resolution be  | 
| 11 |  | presented to the family of Mary Ellen Wiggins as an expression  | 
| 12 |  | of our sympathy.
