| SENATE RESOLUTION
|

| WHEREAS, The 2008 State of the States In Developmental |
| 3 |
| Disabilities has ranked Illinois 51st in the United States in |
| 4 |
| funding for community residential developmental disability |
| 5 |
| (DD) services in settings of 6 or fewer individuals; Illinois |
| 6 |
| ranked behind the District of Columbia; and
|
| 7 |
| WHEREAS, The National Alliance on Mental Illness (NAMI) has |
| 8 |
| once again given Illinois an 'F' for its lack of funding to |
| 9 |
| ensure access to community mental health (MH) services; and
|
| 10 |
| WHEREAS, The Illinois Council on Developmental |
| 11 |
| Disabilities recently commissioned a study by the Human |
| 12 |
| Services Resource Institute, the Blueprint for System Redesign |
| 13 |
| in Illinois, that further highlights the need for system |
| 14 |
| change; and
|
| 15 |
| WHEREAS, The Illinois General Assembly also commissioned a |
| 16 |
| study by the University of Illinois, State Funding of Community |
| 17 |
| Agencies for Services Provided to Illinois Residents with |
| 18 |
| Mental Illnesses and/or Developmental Disabilities, to |
| 19 |
| complete a rate study per Public Act 93-0842; and
|
| 20 |
| WHEREAS, The low per person costs of services in Illinois |
| 21 |
| are not so much indicative of economy and efficiency in service |
|

| delivery as they are the by-product of problematic payment |
| 2 |
| policies; there is broad agreement in Illinois that the rates |
| 3 |
| that are paid for developmental disability services are |
| 4 |
| insufficient to ensure the delivery of high quality, effective |
| 5 |
| supports for individuals (Source: Blueprint); and
|
| 6 |
| WHEREAS, State payments in 2006 covered on average from 74 |
| 7 |
| to 79 percent of agency costs, depending on the program area; |
| 8 |
| current rates, originally based on provider costs for |
| 9 |
| particular inputs, have not been overhauled in many years |
| 10 |
| (Source: University of Illinois Rate Study); and
|
| 11 |
| WHEREAS, Illinois now has at least four studies that |
| 12 |
| document underfunding of the community system that provides |
| 13 |
| services and supports to people with developmental |
| 14 |
| disabilities and mental illness; and
|
| 15 |
| WHEREAS, SB 1664, now Public Act 95-0682, unanimously |
| 16 |
| passed both the Illinois House and the Illinois Senate in 2007 |
| 17 |
| and the Governor's amendatory veto was unanimously overridden |
| 18 |
| in both the House and the Senate; and
|
| 19 |
| WHEREAS, PA 95-0682 requires the Governor to create a |
| 20 |
| Commission by July 1, 2007, or as soon thereafter as possible, |
| 21 |
| to review funding methodologies, identify gaps in funding, |
| 22 |
| identify revenue, and prioritize the use of that revenue for |
|

| community developmental disability, mental health, alcohol and |
| 2 |
| substance abuse, rehabilitation, and early intervention |
| 3 |
| services; and
|
| 4 |
| WHEREAS, The rate and reimbursement methodologies must |
| 5 |
| reflect economic factors inherent in providing services and |
| 6 |
| supports; and
|
| 7 |
| WHEREAS, The Commission will have 13 voting members, |
| 8 |
| including four members of the General Assembly, one appointed |
| 9 |
| from each caucus; and
|
| 10 |
| WHEREAS, The Governor has not yet made his nine |
| 11 |
| appointments to the Commission: two members from unions |
| 12 |
| representing workers in the community, one person or a family |
| 13 |
| member/guardian with a developmental disability, one person or |
| 14 |
| family member/guardian of a person with a mental illness, and |
| 15 |
| five members from statewide associations representing |
| 16 |
| community providers; and
|
| 17 |
| WHEREAS, The Commission will also have three ex-officio, |
| 18 |
| non-voting members from the Governor's Office of Management and |
| 19 |
| Budget, the Department of Human Services, and the Department of |
| 20 |
| Healthcare and Family Services; therefore, be it
|
| 21 |
| RESOLVED, BY THE SENATE OF THE NINETY-FIFTH GENERAL |

| ASSEMBLY OF THE STATE OF ILLINOIS, that we urge the Governor of |
| 2 |
| the State of Illinois to immediately make his nine appointments |
| 3 |
| to the Commission, so it can begin its work to review funding |
| 4 |
| methodologies, identify gaps in funding, identify revenue, and |
| 5 |
| prioritize the use of that revenue for community developmental |
| 6 |
| disability, mental health, alcohol and substance abuse, |
| 7 |
| rehabilitation, and early intervention services; and be it |
| 8 |
| further
|
| 9 |
| RESOLVED, That the Illinois Association of Rehabilitation |
| 10 |
| Facilities (IARF) wants to highlight these dismal reports of |
| 11 |
| Illinois' investment in community services and work with the |
| 12 |
| General Assembly, the Governor and his office, the Department |
| 13 |
| of Human Services, and the Department of Healthcare and Family |
| 14 |
| Services to make a change through its "51st and Failing |
| 15 |
| Advocacy Campaign"; and be it further |
| 16 |
| RESOLVED, That the Commission begin its work as soon as |
| 17 |
| members are appointed; and be it further |
| 18 |
| RESOLVED, That a suitable copy of this resolution be |
| 19 |
| presented to the Governor of Illinois and the Illinois |
| 20 |
| Association of Rehabilitation Facilities (IARF), as the |
| 21 |
| initiating organization of SB 1664.
