| SENATE RESOLUTION
|

| WHEREAS, The members of the Illinois Senate are saddened to |
| 3 |
| learn of the death of James Richard Heil of Alton, who passed |
| 4 |
| away on June 15, 2007; and
|
| 5 |
| WHEREAS, James Heil was born on February 18, 1935, in |
| 6 |
| Alton, the son of the late Harry J.R. and Luella Smith Heil; |
| 7 |
| and
|
| 8 |
| WHEREAS, Mr. Heil served in the United States Army from |
| 9 |
| September of 1957 to March of 1958, and in the Reserves from |
| 10 |
| March of 1958 to December of 1963; he received a Bachelor of |
| 11 |
| Arts degree in 1957 and his Juris Doctor in 1961 from the |
| 12 |
| University of Illinois; he was licensed as an attorney by the |
| 13 |
| State of Illinois on October 26, 1961, and practiced law in the |
| 14 |
| Alton and Godfrey communities; and
|
| 15 |
| WHEREAS, During his career he served as a Madison County |
| 16 |
| State's Attorney and as an Assistant Attorney General for the |
| 17 |
| State of Illinois; he was
active in Republican politics, and |
| 18 |
| served on the Madison County Board from 1972 to 1982; he held a |
| 19 |
| Illinois Broker's License, taught real estate law at Lewis and |
| 20 |
| Clark Community College, and received his certification of |
| 21 |
| master practitioner of neuro-linguistic programming in July of |
| 22 |
| 1992; and
|

| WHEREAS, James Heil was certified as a hypnotherapist by |
| 2 |
| the National Guild of Hypnotists in May of 1994; he was a |
| 3 |
| former member of the National Speakers Association; he was a |
| 4 |
| founding officer of the St. Louis Chapter of the National |
| 5 |
| Speakers Association; he was a member of Sigma Phi Epsilon |
| 6 |
| social fraternity, a past member of the Illinois Trial Lawyers |
| 7 |
| Association, the American Trial Lawyers Association, the |
| 8 |
| Illinois State Bar Association, and the American Bar |
| 9 |
| Association; and he was a longtime member of the Alton Little |
| 10 |
| Theater; and
|
| 11 |
| WHEREAS, James Richard Heil is survived by his life |
| 12 |
| partner, Linda Leckrone; his daughter, Laura Shansey and her |
| 13 |
| husband, Patrick; his son, Jeff Heil and his wife, Jean; his |
| 14 |
| grandchildren, Sydney and Evan Shansey, and James and Jayson |
| 15 |
| Heil; his mother-in-law, Verna Wilson; his sister, Donna Amick |
| 16 |
| and her husband, Dan; his cousin, Mimi (Wade) Moore and her |
| 17 |
| husband, Randy and their children, Brady, Mark, and Tricia |
| 18 |
| Moore; his nephew, Randy Heil and his wife, Patty, and his |
| 19 |
| children, Jamie, Josh, and Lori Heil; his dear friend, Brian |
| 20 |
| Gibbons; his brother, Gilbert Heil; his large extended family; |
| 21 |
| and his many friends and special pets, Aloyuisus, Boots, Baby |
| 22 |
| Kitty, Wee One, Eight Ball, and Bart; therefore, be it
