| SENATE JOINT RESOLUTION

| WHEREAS, Enrollment in pre-primary education in the United |
| 3 |
| States has increased significantly since 1991; according to the |
| 4 |
| National Center for Education Statistics, from 1991-2001 |
| 5 |
| pre-primary enrollment of children between the ages of three |
| 6 |
| and five increased by twenty percent; and
|
| 7 |
| WHEREAS, During the kindergarten years, children often |
| 8 |
| make considerable gains in reading and math; in addition, they |
| 9 |
| begin to develop advanced social skills from the constant |
| 10 |
| interaction that they have with one another; and
|
| 11 |
| WHEREAS, Those different skills and abilities that |
| 12 |
| kindergartners acquire lay the foundation for success at future |
| 13 |
| grade levels; history has shown that in many cases, these |
| 14 |
| children go on to become more competent learners, and are less |
| 15 |
| likely to be held back in school; and
|
| 16 |
| WHEREAS, The Illinois General Assembly is committed to |
| 17 |
| improving education in Illinois at all levels; the State of |
| 18 |
| Illinois is aiming to not only enhance the educational |
| 19 |
| experiences of current students, but also to continue |
| 20 |
| increasing enrollment in pre-school and kindergarten programs |
| 21 |
| in the State; therefore, be it
