| AMENDMENT NO. ______. Amend Senate Bill 2907 on page 2, |

| line 7, after "Illinois.", by inserting "This revolving account |

| shall not be subject to sweeps, administrative charges, or |
| 5 |
| chargebacks, such as, but not limited to, those authorized |
| 6 |
| under Section 8h of the State Finance Act, or any other fiscal |
| 7 |
| or budgetary maneuver that would in any way result in the |
| 8 |
| transfer of any funds from the revolving account to any other |
| 9 |
| fund of this State or having any such funds utilized for any |
| 10 |
| purpose other
than those purposes set forth in this Section.".
