| AMENDMENT TO SENATE BILL 2139

| AMENDMENT NO. ______. Amend Senate Bill 2139, AS AMENDED, |

| by replacing everything after the enacting clause with the |

| following:

| "Section 5. The Circuit Courts Act is amended by adding |

| Section 28.1 as follows:

| (705 ILCS 35/28.1 new)

| Sec. 28.1. Residential landlord-tenant court. The chief |
| 9 |
| judge of the Seventeenth Judicial Circuit may establish a |
| 10 |
| residential landlord-tenant court in Winnebago County. The |
| 11 |
| chief judge may appoint to the residential landlord-tenant |
| 12 |
| court one or more licensed attorneys as hearing officers to |
| 13 |
| preside over the initial case proceedings in non-contested |
| 14 |
| cases. The hearing officer may take evidence and reduce his or |
| 15 |
| her findings of fact to a written report, and said report shall |
| 16 |
| constitute part of the proceedings upon which the judge's |
