Amends the Illinois Lottery Law. Provides that a special purpose lottery game may be offered for sale for no more than 9 consecutive months and there may not be more than 2 special purpose lottery scratchoff games offered for sale at any one time. Provides for a waiting list for subsequently authorized and expired games. Provides that "special purpose lottery game" means any game for which any portion of the proceeds are used for a purpose other than the support of the State's Common School Fund. Effective immediately.

| Be it enacted by the People of the State of Illinois,
|

| represented in the General Assembly:
|

| Section 5. The Illinois Lottery Law is amended by adding |
| 5 |
| Section 21.4 as follows:
|

| Sec. 21.4. Limitation on number of special purpose lottery |
| 8 |
| games. Notwithstanding any provision of this Act to the |
| 9 |
| contrary, beginning on the effective date of this amendatory |
| 10 |
| Act of the 95th General Assembly, a special purpose lottery |
| 11 |
| game may be offered for sale for no more than 9 consecutive |
| 12 |
| months and there may not be more than 2 special purpose lottery |
| 13 |
| scratchoff games offered for sale at any one time. If any |
| 14 |
| special ticket is authorized while there are 2 other special |
| 15 |
| tickets being offered for sale, then the third and any |
| 16 |
| subsequent special ticket shall be placed on a waiting list in |
| 17 |
| the same order as the order in which they are authorized. At |
| 18 |
| the expiration of the 9-month sales period of any special |
| 19 |
| purpose lottery game, that game shall be placed at the end of |
| 20 |
| the waiting list and the game on the top of the waiting list, |
| 21 |
| if otherwise eligible, shall be offered for sale. When a game |
| 22 |
| on the waiting list is offered for sale, it shall be removed |
| 23 |
