| 1 |  |     AN ACT concerning local government.
 | 
| 2 |  |     Be it enacted by the People of the State of Illinois,
  | 
| 3 |  | represented in the General Assembly:
 | 
| 4 |  |     Section 5. The Illinois Drainage Code is amended  by adding  | 
| 5 |  | Section 4-1.5 as follows:
 | 
| 6 |  |     (70 ILCS 605/4-1.5  new) | 
| 7 |  |     Sec. 4-1.5. Commissioners in certain districts.  The number  | 
| 8 |  | of commissioners in any drainage district (i) bordering the  | 
| 9 |  | Mississippi River and (ii) located exclusively within a single  | 
| 10 |  | county with a population of 250,000 or more shall be increased  | 
| 11 |  | from 3 to 5.  The 2 additional commissioners shall be appointed  | 
| 12 |  | by the original appointing authority.  One commissioner shall  | 
| 13 |  | serve for a term of 2 years and one commissioner shall serve  | 
| 14 |  | for a term of 3 years.  Their successors shall serve for 3-year  | 
| 15 |  | terms.

| 16 |  |     Section 99. Effective date. This Act takes effect upon  | 
| 17 |  | becoming law.
