    Amends the Illinois Drainage Code.  Provides that the number of commissioners in certain drainage districts shall be increased from 3 to 5.  Effective immediately.

    AN ACT concerning local government.

    Be it enacted by the People of the State of Illinois,

represented in the General Assembly:

    Section 5. The Illinois Drainage Code is amended  by adding 
5
Section 4-1.5 as follows:

    (70 ILCS 605/4-1.5  new)

    Sec. 4-1.5. Commissioners in certain districts.  The number 
8
of commissioners in any drainage district (i) bordering the 
9
Mississippi River and (ii) located exclusively within a single 
10
county with a population of 250,000 or more shall be increased 
11
from 3 to 5.  The 2 additional commissioners shall be appointed 
12
by the original appointing authority.  One commissioner shall 
13
serve for a term of 2 years and one commissioner shall serve 
14
for a term of 3 years.  Their successors shall serve for 3-year 
15
terms.

    Section 99. Effective date. This Act takes effect upon 
17
becoming law.
