| AN ACT concerning public aid.

| Be it enacted by the People of the State of Illinois, |
| 3 |
| represented in the General Assembly:
|

| Section 5. The Illinois Public Aid Code is amended by |
| 5 |
| changing Section 12-4 as follows:
|

| Sec. 12-4. Powers and duties of the Illinois department. In |

| addition to the
the powers, duties and functions vested in it |

| in Sections 12-4.1 to
