| (3) restrictions on the use of grant moneys; |

| (4) the manner in which recipients must account for the |
| 3 |
| use of grant moneys; and |
| 4 |
| (5) any other provision that the Capital Development |
| 5 |
| Board deems necessary to prioritize applications. |
| 6 |
| (c) Each school district that applies for a grant under |
| 7 |
| this Section shall complete and submit with its grant |
| 8 |
| application a one-time initial report of existing school |
| 9 |
| building capacity. |
| 10 |
| (d) Each applicant school district shall calculate |
| 11 |
| enrollment projections or enrollment applications, if |
| 12 |
| applicable, for the 5th year beyond the fiscal year in which |
| 13 |
| the application for a grant is made. |
| 14 |
| (e) The Capital Development Board, in consultation with the |
| 15 |
| State Board of Education, shall utilize census tract data and |
| 16 |
| other reliable demographic data and existing school building |
| 17 |
| capacity reports to identify the schools with the greatest |
| 18 |
| overcrowding. |
| 19 |
| (f) When determining grant eligibility and levels for |
| 20 |
| grants under this Section, the Capital Development Board shall |
| 21 |
| give consideration and priority to without limitation the |
| 22 |
| following: |
| 23 |
| (1) the applicant's existing school building capacity; |
| 24 |
| (2) the population density of the area served by the |
| 25 |
| applicant school district; and |
| 26 |
| (3) the extent to which grants would relieve |
