| AN ACT concerning State government.

| Be it enacted by the People of the State of Illinois,
|

| represented in the General Assembly:
|

| Section 5. The Department of Human Services Act is amended |
| 5 |
| by adding Section 10-33 as follows:
|

| Sec. 10-33. Sexual assault education program.
|
| 8 |
| (a) The Department shall conduct a comprehensive study of |
| 9 |
| the needs of women with disabilities who reside in the |
| 10 |
| community as well as structured living environments regarding |
| 11 |
| sexual assault and the threat of sexual violence. The study |
| 12 |
| must include a needs assessment during the first year that |
| 13 |
| gathers input from women with disabilities, service providers, |
| 14 |
| and advocacy organizations. This study must inform the |
| 15 |
| development and implementation of educational programs for |
| 16 |
| women with disabilities, including distribution of information |
| 17 |
| materials during the first year. These materials must include |
| 18 |
| information on indications of possible occurrences of sexual |
| 19 |
| assault, the rights of sexual-assault victims, and any public |
| 20 |
| or private victim-assistance programs and resources available, |
| 21 |
| including resources available through the Office of the |
| 22 |
| Attorney General. |

| (b) The Department shall seek to attain any federal grants |
