    AN ACT concerning education.

    Be it enacted by the People of the State of Illinois, 
3
represented in the General Assembly:

    Section 5. The Board of Higher Education Act is amended by 
5
changing Section 10 as follows:

    Sec. 10. The
The Board of Trustees of the University of

Illinois, the Board
of Trustees of Southern Illinois

University,
the Board of Trustees of Chicago State University,

the Board of Trustees of
Eastern Illinois University, the Board

of Trustees of Governors State
University, the Board of 
12
Trustees of Illinois State University, the Board of
Trustees of 
13
Northeastern Illinois University, the Board of Trustees of 
14
Northern
Illinois University, the Board of Trustees of Western 
15
Illinois University,
and the Illinois Community College Board 
16
shall retain all the powers and
duties heretofore given and 
17
conferred upon them by statute, except insofar
as they are 
18
limited by the powers and duties delegated to the Board of 
19
Higher
Education by this Act.
20
    Nothing, however, in this Act shall be construed to prevent 
21
individual
state universities and colleges from establishing 
22
higher minimum admission
requirements and higher minimum 
23
admission requirements may be established
for out-of-state
