| WHEREAS, The members of the Illinois House of |

| Representatives are pleased to congratulate Rick Willing, |
| 4 |
| Carol Stream Police Chief, on his retirement; and
|
| 5 |
| WHEREAS, Rick Willing has served 29 years with the Carol |
| 6 |
| Stream Police Department, serving his first three years as a |
| 7 |
| cadet; and
|
| 8 |
| WHEREAS, Highlights of his career include joining the Carol |
| 9 |
| Stream Police Department as patrol officer in 1979; being named |
| 10 |
| Carol Stream Employee of the Year
in 1982; promoted to sergeant
|
| 11 |
| in 1987; promoted to lieutenant
in 1997; named Village Employee |
| 12 |
| of the Year
in 2000; promoted to deputy chief in 2001; earned |
| 13 |
| the Northwestern University Center for Public Safety Executive |
| 14 |
| Leadership Award
in 2001; promoted to chief
in 2003; and in |
| 15 |
| 2008 he was named second vice president of the DuPage Chiefs of |
| 16 |
| Police Association, where he also served as secretary and as |
| 17 |
| treasurer in 2007; and
|
| 18 |
| WHEREAS, When he began with the department there were only |
| 19 |
| 16 officers watching over a population of 15,000 citizens; |
| 20 |
| today there are 68 officers that watch over a population of |
| 21 |
| 43,000 as the community has grown; and
