| HOUSE RESOLUTION
|

| WHEREAS, The members of the Illinois House of |
| 3 |
| Representatives are proud to congratulate Darrell McGibany of |
| 4 |
| Alton on his retirement from the Madison County Probation |
| 5 |
| Department in December of 2007; and
|
| 6 |
| WHEREAS, Mr. McGibany has spent his lifetime helping |
| 7 |
| children of all walks of life, fortunate and unfortunate; he |
| 8 |
| spent his entire career in Madison County, starting as a |
| 9 |
| probation officer in 1974, promoted to Superintendent of |
| 10 |
| Detention in 1978, then promoted again to Associate Director of |
| 11 |
| Probation and Court Services in 1988; he served as Director of |
| 12 |
| Probation and Court Services from 1996 until his retirement; |
| 13 |
| and
|
| 14 |
| WHEREAS, Mr. McGibany received his Bachelor of Arts degree |
| 15 |
| in Government in 1968 from Centenary College in Shreveport, |
| 16 |
| Louisiana and his Master of Arts degree in Government from |
| 17 |
| Western Illinois University in Macomb, Illinois in 1972; he |
| 18 |
| received an additional Master of Arts degree in Criminal |
| 19 |
| Justice from Sangamon State University in Springfield, |
| 20 |
| Illinois in 1982; and |
| 21 |
| WHEREAS, The professional career of Mr. McGibany has been |
| 22 |
| distinguished by his exceptional efforts to modernize court |

| services and probation, developing and promoting programs that |
| 2 |
| are the model for probation departments, not only in Illinois |
| 3 |
| but across the country; these efforts include pretrial |
| 4 |
| services, victim services, school-based probation, public |
| 5 |
| service employment, enhanced detention services, drug court, |
| 6 |
| mental health court, truancy court, community corrections, |
| 7 |
| offender intake and assessment, satellite offices, intensive |
| 8 |
| probation and treatment for sex offenders and domestic violence |
| 9 |
| offenders, and evidence-based practices; and
|
| 10 |
| WHEREAS, Mr. McGibany has received numerous letters of |
| 11 |
| commendation, awards, and recognition for his tireless |
| 12 |
| efforts, including the William C. Albertson Award in 1984, the |
| 13 |
| S. William Ettinger Award in 1992, and the Gene Hughes Award in |
| 14 |
| 2000, all from the Illinois Probation and Court Services |
| 15 |
| Association for his contributions to the probation profession |
| 16 |
| throughout his career; he also received the greatest |
| 17 |
| recognition of all, being universally acclaimed as a "Probation |
| 18 |
| Officer's Probation Officer"; and |
| 19 |
| WHEREAS, Despite the time commitments necessary to |
| 20 |
| successfully administer the probation and court services |
| 21 |
| department in Madison County, Mr. McGibany has provided his |
| 22 |
| expertise to the probation community on a state-wide and |
| 23 |
| national basis, serving as President of the Illinois Probation |
| 24 |
| and Court Services Association from 1988 to 1990, serving on |
|

| the Board of Directors of the American Probation and Parole |
| 2 |
| Association from 1999 to 2007, and serving as a Commissioner on |
| 3 |
| the Illinois Juvenile Justice Commission from 1994 to the |
| 4 |
| present; and
|
| 5 |
| WHEREAS, Mr. McGibany was equally devoted to his co-workers |
| 6 |
| as he was to his clients, mentoring young probation officers |
| 7 |
| and teaching them from the heart, not just the rule book; he |
| 8 |
| was well known for placing the needs of "his" juveniles and |
| 9 |
| "his" co-workers above his own, becoming a modern day version |
| 10 |
| of John Augustus, the father of probation, epitomizing Mr. |
| 11 |
| Augustus' self description, "My mission has been to raise the |
| 12 |
| fallen, reform the criminal and so far as my humble abilities |
| 13 |
| would allow, to transform the abode of suffering and misery to |
| 14 |
| the home of happiness"; and |
| 15 |
| WHEREAS, Mr. McGibany provided to all he knew the greatest |
| 16 |
| example of public service and personal service, as shown by his |
| 17 |
| devotion to his family, as a loving husband to his wife, Rita, |
| 18 |
| as a loving father to Ted, Lisa, Kate, and Matt, and as the |
| 19 |
| special grandfather to his four grandchildren; therefore, be it
|
| 20 |
| RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
| 21 |
| NINETY-FIFTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we |
| 22 |
| congratulate Darrell McGibany on his retirement from the |
| 23 |
| Madison County Probation and Courts Services Department and |
|

| wish him all the best in his future endeavors; and be it |
| 2 |
| further
|
| 3 |
| RESOLVED, That a suitable copy of this resolution be |
| 4 |
| presented to Darrell McGibany as an expression of our esteem, |
| 5 |
| and that additional copies be presented to the Circuit Court of |
| 6 |
| Madison County and the Probation and Court Services Department |
| 7 |
| of Madison County, in recognition of Mr. McGibany's |
| 8 |
| distinguished career.
