| WHEREAS, The members of the Illinois House of |

| Representatives are saddened to learn of the death of
former |
| 4 |
| Chicago 6th Ward precinct captain Leonard Owens Sr., who passed |
| 5 |
| away on February 5, 2008; and
|
| 6 |
| WHEREAS, Leonard Owens Sr. was well known for his |
| 7 |
| self-determination and ability to overcome many obstacles |
| 8 |
| presented to him throughout his life; he became Chicago's 6th |
| 9 |
| Ward precinct captain at the age of 81, where he campaigned and |
| 10 |
| helped to elect two very prominent figures in politics that |
| 11 |
| would positively affect the 6th Ward community for years to |
| 12 |
| come; and
|
| 13 |
| WHEREAS, Leonard Owens Sr. was born in Bovina, Mississippi; |
| 14 |
| after moving from Mississippi to Chicago in 1941, he enlisted |
| 15 |
| in the United States Army, where he served in France during |
| 16 |
| World War II as a medic; he was honorably discharged from the |
| 17 |
| Army in 1946; after his discharge, he went to work for the |
| 18 |
| Continental Can Company as a supervisor to oversee the assembly |
| 19 |
| line; and
|
| 20 |
| WHEREAS, Leonard Owens Sr. was well known as a soft-spoken |
| 21 |
| and quiet person; after falling ill in 2001 and enduring four |
| 22 |
| brain surgeries at the age of 86, he remained a dedicated |
