HOUSE RESOLUTION

WHEREAS, President George W. Bush has nominated Dr. Gary D. Glenn, Distinguished Teaching Professor Emeritus of Political Science at Northern Illinois University, to serve on the National Council for the Humanities; and

WHEREAS, Dr. Gary Glenn's distinguished career at Northern Illinois University has spanned four decades, beginning in 1966 as Assistant Professor; he became Associate Professor in 1978, holding Assistant Chair from 1979 to 1986; he has been a Full Professor since 1996; and

WHEREAS, Dr. Glenn was given the distinctive titles of Presidential Teaching Professor in 2000 and Distinguished Teaching Professor in 2004; he continues to serve the university as Professor Emeritus, teaching an honors seminar in political science; and

WHEREAS, Dr. Glenn is a prolific scholar of political philosophy, American political thought, and religion and the Constitution, having so far published 18 articles and 12 book chapters; he has given some 70 local, national, and international public lectures and presented 58 professional conference papers; and

WHEREAS, Dr. Glenn is the recipient of numerous awards honoring his scholarship and teaching, including the Great Professor Award, University Honors Program, Northern Illinois University (2003); Michael C. Maibach Outstanding Political Theory Faculty Award (2001, 2002); Outstanding Teaching in Political Science Award presented by The American Political Science Association and Pi Sigma Alpha, the National Political Science Honor Society (2000); Honorary Inductee, Golden Key National Honor Society (1999); Honorary Inductee, Phi Kappa Phi National Scholastic Honorary (1996); Outstanding Faculty Member Award by Northern Illinois University Pan-Hellenic Council (1995); Excellence in Undergraduate Teaching Award, Northern Illinois University (1995); Division of Student Affairs Recognition Award, Northern Illinois University, for contributions to the Political Science\Pre-Law\Public Affairs Residence Hall Program (1986); Award for Excellence in Graduate Teaching, Northern Illinois University Chapter of Pi Sigma Alpha (1983); and the Distinguished Professor Award Northern Illinois University Chapter of Omicron Delta Kappa scholastic honorary fraternity (1973); and

WHEREAS, Throughout his career, Professor Glenn has participated in a number of grant-funded studies, fellowships, and academic sabbaticals; some of his research has been supported by the University Research Grant (1973, 1975, 1976), Graduate School Grant (1981, 1989, 1990, 1991), and Earhart Foundation Grant (1990, 1991, 1993); his studies are many, but include "Ethics and the Public Servant", "Religion and the Constitution", "The Judicialization of the Bill of Rights", "Inalienable Rights in Classical Liberalism", and "Religion in Western Political and Ethical Thought"; and

WHEREAS, The National Council for the Humanities is a 26 member advisory board to the National Endowment for the Humanities (NEH), an independent agency of the federal government which promotes excellence in the humanities; the National Council for the Humanities advises the NEH on grant applications, as well as matters of national policy; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIFTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we extend our congratulations to Dr. Gary Glenn, a highly qualified nominee to serve on the National Council for Humanities, and we urge the U.S. Senate to confirm him to this post; and be it further

RESOLVED, That suitable copies of this resolution be delivered to the President pro tempore of the Senate, the Majority and Minority Leaders of the Senate, the Chairman and Ranking Member of the U.S. Senate Committee on Health, Education, Labor, and Pensions, and the U.S. Senate members of the Illinois Congressional Delegation; and be it further

RESOLVED, That a suitable copy of this resolution be presented to Dr. Gary Glenn as an expression of our esteem.
