HOUSE RESOLUTION

    WHEREAS, The highest award the National Council of the Boy 
3
Scouts of America can bestow upon a Scout is that of Eagle 
4
Scout; and

 
5
    WHEREAS, Dylan A. Batty of Boy Scout Troop 7, in Alton, 
6
will receive the Eagle Scout Award at a Court of Honor on 
7
November 4, 2007; and

 
8
    WHEREAS, In order to qualify as an Eagle Scout, a young man 
9
must demonstrate outstanding qualities of leadership, a 
10
willingness to be of help to others, and superior skills in 
11
camping, lifesaving, and first aid; and

 
12
    WHEREAS, Dylan was successful in the planning, funding, 
13
building, and placement of four sitting benches along a walk 
14
area in LaVista Park in Godfrey; and

 

15
    WHEREAS, In earning this high rank, Dylan joins an elite 
16
and honorable fraternity of achievers that counts among its 
17
members an extraordinary number of this nation's great leaders 
18
in business, government, education, and other sectors of 
19
society; and

 
20
    WHEREAS, The achievement of the rank of Eagle Scout

reflects favorably upon the recipient, his parents, David and 
2
Karen Batty, his Scoutmaster, and his fellow scouts; therefore,

be it

    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 
5
NINETY-FIFTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that 
6
that we join his family and friends in congratulating Dylan A. 
7
Batty upon attaining the coveted rank of Eagle Scout, and we 
8
commend him upon the unswerving dedication to excellence that 
9
is the hallmark of the Eagle Scout; and be it further

    RESOLVED, That a suitable copy of this resolution be 
11
presented to Eagle Scout Dylan A. Batty  as an expression of our 
12
respect and esteem.
