HOUSE RESOLUTION

WHEREAS, The members of the Illinois House of Representatives are pleased to congratulate the Village of Carol Stream Police Department on a great achievement; and

WHEREAS, The police department's 584 DUI arrests last year ranked third on an annual list compiled by the Alliance Against Intoxicated Motorists, an activist group based in Schaumburg; and

WHEREAS, The two cities that ranked ahead of Carol Stream, Rockford and Naperville, have a population about three times the size of Carol Stream.; and

WHEREAS, Carol Stream's 26 percent jump in DUI arrests last year follows a 20 percent increase in 2005, when the police department nabbed 463 drunken drivers; among the department's most successful initiatives is "RID" (reduce intoxicated drivers) nights, when the department places at least three additional officers on traffic patrol, generally during weekends and holidays; and

WHEREAS, Officers participated in staging car breakdowns, dressing up as homeless people walking the sides of major roadways and partnering with the Illinois State police to use a plane to fly over sections of North Avenue to catch delinquent drivers; and

WHEREAS, This is an effective program that shows how the Carol Stream Police Department is honoring its responsibility toward the safety of the community; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIFTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate the Carol Stream police department on its hard work and dedication in making Carol Stream a great place to live; and be it further

RESOLVED, That a suitable copy of this resolution be presented to the Carol Stream Police Department as a symbol of our respect.
