| WHEREAS, The members of the Illinois House of |
| 3 |
| Representatives are pleased to congratulate the Village of |
| 4 |
| Carol Stream Police Department on a great achievement; and
|
| 5 |
| WHEREAS, The police department's 584 DUI arrests last year |
| 6 |
| ranked third on an annual list compiled by the Alliance Against |
| 7 |
| Intoxicated Motorists, an activist group based in Schaumburg; |
| 8 |
| and
|
| 9 |
| WHEREAS, The two cities that ranked ahead of Carol Stream, |
| 10 |
| Rockford and Naperville, have a population about three times |
| 11 |
| the size of Carol Stream.; and
|
| 12 |
| WHEREAS, Carol Stream's 26 percent jump in DUI arrests last |
| 13 |
| year follows a 20 percent increase in 2005, when the police |
| 14 |
| department nabbed 463 drunken drivers; among the department's |
| 15 |
| most successful initiatives is "RID" (reduce intoxicated |
| 16 |
| drivers) nights, when the department places at least three |
| 17 |
| additional officers on traffic patrol, generally during |
| 18 |
| weekends and holidays; and
|
| 19 |
| WHEREAS, Officers participated in staging car breakdowns, |
| 20 |
| dressing up as homeless people walking the sides of major |
| 21 |
| roadways and partnering with the Illinois State police to use a |
