| WHEREAS, The members of the Illinois House of |
| 3 |
| Representatives are pleased to honor Horace J. Livingston Jr. |
| 4 |
| of Decatur, publisher of The African American Voice, for his |
| 5 |
| work in the community; and
|
| 6 |
| WHEREAS, Horace Livingston Jr. has published the paper for |
| 7 |
| forty years, he has been a tireless civil rights activist, |
| 8 |
| working for better paying jobs for African Americans, more |
| 9 |
| African-American teachers and administrators, and integration |
| 10 |
| of the public schools; and
|
| 11 |
| WHEREAS, The paper evolved as the Voice from the Local |
| 12 |
| Association for Black Action (LABA), an organization dedicated |
| 13 |
| to seeking justice for African Americans in Decatur; the |
| 14 |
| organization fell apart because many local residents |
| 15 |
| considered the paper to be too radical; and
|
| 16 |
| WHEREAS, Horace Livingston Jr. decided to keep the |
| 17 |
| newspaper operating; he started with a typewriter and sent the |
| 18 |
| copy to Astoria for publication, because no local printer would |
| 19 |
| publish it; in 1970 The Voice became the African American |
| 20 |
| Voice, at a cost of twenty-five cents; and

| WHEREAS, Today the newspaper costs fifty cents and is a |
