HOUSE RESOLUTION

WHEREAS, The members of the Illinois House of Representatives are pleased to honor Donald Storino and his work with the West Central Municipal Conference and the West Cook County Solid Waste Agency; and

WHEREAS, Mr. Storino has been active in local and State government for over 10 years; he served as the Executive Director of both the West Central Municipal Conference (WCMC) and the West Cook County Solid Waste Agency; these two organizations cover 200 square miles, have a population of over 565,000 residents, and include 36 municipalities, several townships in Western Cook County, Brookfield Zoo, and Triton College; and

WHEREAS, Mr. Storino represented all 36 municipalities and mayors on a myriad of local government issues, including legislative advocacy, transportation, and land use planning, zoning, solid waste management, recycling coordination, group purchasing, regional coalition building, and Brownfield and economic development; he formulated, supervised, and was responsible for achieving the legislative agenda of each organization; he managed a combined budget of almost $5 million, and would interface daily with mayors, village managers, professional staff, business leaders, and outside consultants to achieve the goals of the organizations; and

WHEREAS, Prior to joining the WCMC, Mr. Storino was a member of Storino, Ramello & Durkin, in Rosemont, where he engaged in a diverse litigation practice focusing on land use and zoning, and municipal law; he served as village prosecutor for the Villages of Elmwood Park, Rosemont, and Glendale Heights and served as assistant village counsel for 10 other suburban municipalities; he also appeared regularly before the Cook County Board of Review representing clients on real estate tax issues and the Cook County Electoral Board on election issues; in 2001 he was appointed Special Counsel to the Illinois Racing Board; and

WHEREAS, Mr. Storino served as legal counsel to the Illinois Department of Public Health, where he represented the Department in administrative hearings regarding nursing homes, and all issues dealing with the health care industry; after graduation from law school he began working for Clifford Law Offices where he handled personal injury litigation throughout the region; Mr. Storino received his bachelor's degree from the University of Notre Dame in 1995, and received his law degree from DePaul College of Law in 1998; and

WHEREAS, In addition to his professional experience, Mr. Storino has also held and continues to hold positions influential in law and politics; in 2005, the Cook County Board appointed him to the Cook County Sheriff's Merit Board; in 2002, Mr. Storino served on Governor Rod R. Blagojevich's legal transition team, which advised the Governor and his staff on a wide range of legal issues; he served on the Metropolitan Mayors Caucus Steering Committee, which represents 272 municipalities in Northeast Illinois; during the 1996 Democratic National Convention, Mr. Storino served as an aid to the Chairman of the Democratic Party of Illinois; Mr. Storino currently serves as the 3rd Vice President of the Justinian Society of Lawyers, as a Director of the Italian American Political Coalition, as well as a director of the Triton College Foundation Board; Mr. Storino, his wife Lacy, and their daughter Bianca live in Chicago; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIFTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we honor Donald Storino and his work with the West Central Municipal Conference and the West Cook County Solid Waste Agency; and be it further

RESOLVED, That a suitable copy of this resolution be presented to Donald Storino as a symbol of our esteem.
