| HOUSE RESOLUTION

| WHEREAS, The members of the House of Representatives are |
| 3 |
| pleased to recognize the historic significance of the birth of |
| 4 |
| the Village of Brooklyn, Illinois; and
|
| 5 |
| WHEREAS, In 1873, some five years after the establishment |
| 6 |
| of the 14th Amendment to the U.S. Constitution, which |
| 7 |
| established and bestowed American citizenship to free, |
| 8 |
| formerly enslaved Africans, 40 free, formerly enslaved |
| 9 |
| Africans petitioned for the legal incorporation of the new |
| 10 |
| government of the Village of Brooklyn; and
|
| 11 |
| WHEREAS, The incorporation of the Village of Brooklyn |
| 12 |
| marked the birth of the first African-American incorporated |
| 13 |
| town; and
|
| 14 |
| WHEREAS, In July of 2003, the Village of Brooklyn joined |
| 15 |
| with Venice and Eagle Park Acres to form the North Star |
| 16 |
| Corridor Economic Alliance Project; this project works to |
| 17 |
| enhance all three of the aforementioned communities by focusing |
| 18 |
| on re-investment and re-development opportunities in concert |
| 19 |
| with the current economic expansions underway in the North Star |
| 20 |
| Corridor area; the project strives to promote economic |
| 21 |
| self-determination with dignity; therefore, be it
