AMENDMENT TO HOUSE BILL 5784

    AMENDMENT NO. ______. Amend House Bill 5784 by replacing

lines 21 through 26 of page 13 and lines 1 and 2 of page 14 with 
4
the following:

    "Any adversely affected public agency may file suit against 
6
any individual
or entity offering or marketing the sale, 
7
including via the Internet, of any
product advertised as having 
8
the capacity to obstruct the visibility or
electronic image 
9
recording of a license plate. In addition to injunctive and

10
monetary relief, punitive damages, and attorney's fees, the 
11
suit may also
seek a full accounting of the records of all 
12
sales to residents of or
entities within the State of 
13
Illinois."; and

by replacing lines 23 through 26 of page 39 and lines 1 through 
15
4 of page 40 with the following:
