    Amends the School Code.  Provides that a school district shall prohibit a high school student from participating in extracurricular athletics while in high school if he or she has a semester grade point average of less than a 2.0 on a 4.0 scale for the 2 preceding semesters in any of grades 9 through 12.  Amends the State Mandates Act to require implementation without reimbursement.

    AN ACT concerning education.

    Be it enacted by the People of the State of Illinois,

represented in the General Assembly:

    Section 5. The School Code is amended  by adding Sections 
5
10-20.46 and 34-18.37 as follows:

    (105 ILCS 5/10-20.46  new)

    Sec. 10-20.46. Minimum grade point average; 
8
extracurricular athletics.  A school district shall prohibit a 
9
high school student from participating in extracurricular 
10
athletics while in high school if he or she has a semester 
11
grade point average of less than a 2.0 on a 4.0 scale (or its 
12
equivalent as determined by the school district) for the 2 
13
preceding semesters in any of grades 9 through 12.

    Section 90. The State Mandates Act is amended by adding

Section 8.32 as follows:

    (30 ILCS 805/8.32 new)

    Sec. 8.32. Exempt mandate. Notwithstanding Sections 6 and 8 
5
of this Act, no reimbursement by the State is required for the 
6
implementation of any mandate created by this amendatory Act of 
7
the 95th General Assembly.
