| 1 | AN ACT concerning local government.
| ||||||
| 2 | Be it enacted by the People of the State of Illinois,
| ||||||
| 3 | represented in the General Assembly:
| ||||||
| 4 | Section 5. The Township Code is amended by changing | ||||||
| 5 | Sections 30-10, 35-5, 35-10, and 35-15 as follows:
| ||||||
| 6 | (60 ILCS 1/30-10)
| ||||||
| 7 | Sec. 30-10. Notice of meeting; agenda. | ||||||
| 8 | (a) Notice of the time and place of holding the annual and | ||||||
| 9 | any special
township meetings and the agenda approved by the | ||||||
| 10 | township board at their prior
meeting shall be given by the | ||||||
| 11 | township clerk (or, in the clerk's absence, the
supervisor, | ||||||
| 12 | assessor, or collector) by posting written or printed notices | ||||||
| 13 | in 3
of the most public places in the township at least 10 days | ||||||
| 14 | before the meeting
and, if there is an English language | ||||||
| 15 | newspaper published in the township, by at
least one | ||||||
| 16 | publication in that newspaper before the meeting. The notice | ||||||
| 17 | shall
set forth the agenda for the meeting as approved by the | ||||||
| 18 | township board. Additional agenda
items may be added only by a | ||||||
| 19 | three-fifths majority vote of the electors in
attendance at the
| ||||||
| 20 | meeting.
| ||||||
| 21 | (b) Agenda. Not less than 10 days before the annual | ||||||
| 22 | meeting, the township board shall adopt an agenda for the | ||||||
| 23 | annual meeting. Any 15 or more registered voters in the | ||||||
| |||||||
| |||||||
| 1 | township may request an agenda item for consideration by the | ||||||
| 2 | electors at the annual meeting by giving written notice of a | ||||||
| 3 | specific request to the township clerk no later than March 1 | ||||||
| 4 | prior to the annual meeting. The agenda published by the | ||||||
| 5 | township board shall include any such request made by voters if | ||||||
| 6 | the request is relevant to powers granted to electors under the | ||||||
| 7 | Township Code. | ||||||
| 8 | (c) Additional agenda items. Any matter or proposal not set | ||||||
| 9 | forth in the published agenda shall not be considered at the | ||||||
| 10 | annual meeting other than advising that the matter may be | ||||||
| 11 | considered at a special meeting of the electors at a later | ||||||
| 12 | date. | ||||||

| 15 | Sec. 35-5. Special township meeting. Special township | ||||||
| 16 | meetings shall be held
when the township board (or at least 15 | ||||||

necessary | ||||||
| 19 | for the interests of the township. The statement also shall set
| ||||||
| 20 | forth the objects of the meeting, which must be relevant to | ||||||
| 21 | powers granted to electors under this Code. The special | ||||||
| 22 | township meeting shall be held no
less than 14 nor more than 45 | ||||||
| 23 | days after the written request is filed in the
office of the | ||||||
| 24 | township clerk. Special township meetings may not begin before
| ||||||
| 25 | 6 p.m.

| 11 | No business shall be done at a special meeting except the | ||||||
| 12 | business that is embraced in the statement and notice. The | ||||||
| 13 | notice shall set forth the object of the meeting as contained | ||||||
| 14 | in the
statement filed with the township clerk, and no business | ||||||
| 15 | shall be done at a
special meeting except the business that is | ||||||
| 16 | embraced in the statement and
notice.

| 19 | Sec. 35-15. Quorum and powers of electors at special | ||||||
| 20 | meeting Powers of electors at special meeting. No special | ||||||
| 21 | township meeting shall be convened unless 15 or more electors | ||||||
| 22 | are present at the meeting. The electors at special
township | ||||||
| 23 | meetings when convened have the powers enumerated in this | ||||||
| 24 | Article.
An elector is a person registered to vote within the | ||||||
| |||||||
| |||||||
| 1 | township no less than 28
days before the date of the special | ||||||
| 2 | meeting. If a special township meeting is not convened because | ||||||
| 3 | of an absence of 15 or more electors, that special township | ||||||
| 4 | meeting shall not be re-convened unless all procedures for a | ||||||
| 5 | special township meeting are again completed.
