| 1 | AN ACT concerning conservation.
| ||||||||||||||||||||||||
| 2 | Be it enacted by the People of the State of Illinois,
| ||||||||||||||||||||||||
| 3 | represented in the General Assembly:
| ||||||||||||||||||||||||
| 4 | Section 5. The Illinois Lake Management Program Act is | ||||||||||||||||||||||||
| 5 | amended by adding Section 10 as follows: | ||||||||||||||||||||||||
| 6 | (525 ILCS 25/10 new) | ||||||||||||||||||||||||
| 7 | Sec. 10. Task Force on the Conservation and Quality of the | ||||||||||||||||||||||||
| 8 | Great Lakes. | ||||||||||||||||||||||||
| 9 | (a) The Task Force on the Conservation and Quality of the | ||||||||||||||||||||||||
| 10 | Great Lakes is created for the protection of the water quality | ||||||||||||||||||||||||
| 11 | of the Great Lakes and to educate members of the General | ||||||||||||||||||||||||
| 12 | Assembly and the general population of the conditions of the | ||||||||||||||||||||||||
| 13 | Great Lakes. The Task Force consists of the following members: | ||||||||||||||||||||||||
| 14 | (1) one member of the Senate appointed by the President | ||||||||||||||||||||||||
| 15 | of the Senate; | ||||||||||||||||||||||||
| 16 | (2) one member of the Senate appointed by the Minority | ||||||||||||||||||||||||
| 17 | Leader of the Senate; | ||||||||||||||||||||||||
| 18 | (3) one member of the House of Representatives | ||||||||||||||||||||||||
| 19 | appointed by the Speaker of the House of Representatives; | ||||||||||||||||||||||||
| 20 | (4) one one member of the House of Representatives | ||||||||||||||||||||||||
| 21 | appointed by the Minority Leader of the House of | ||||||||||||||||||||||||
| 22 | Representatives; | ||||||||||||||||||||||||
| 23 | (5) the Lieutenant Governor, ex officio, or his or her | ||||||||||||||||||||||||
| |||||||
| |||||||
| 1 | designee; | ||||||
| 2 | (6) the Director of the Environmental Protection | ||||||
| 3 | Agency, ex officio, or his or her designee; | ||||||
| 4 | (7) the Director of Natural Resources, ex officio, or | ||||||
| 5 | his or her designee; and | ||||||
| 6 | (8) one member representing the Alliance for Great | ||||||
| 7 | Lakes. | ||||||
| 8 | The members shall select a chairperson from among themselves. | ||||||
| 9 | (b) The Office of the Lieutenant Governor shall provide | ||||||
| 10 | staff and support and is responsible for the administration of | ||||||
| 11 | the Task Force. The Task Force shall hold its first meeting | ||||||
| 12 | within 90 days after the effective date of his amendatory Act | ||||||
| 13 | of the 95th General Assembly. The Task Force shall meet at | ||||||
| 14 | least once each calendar quarter. The members shall serve | ||||||
| 15 | without compensation. | ||||||
| 16 | (c) The Task Force shall review and discuss various topics | ||||||
| 17 | related to the supply and quality of water in the Great Lakes, | ||||||
| 18 | including, but not limited to: | ||||||
| 19 | (1) the availability of federal funds for projects | ||||||
| 20 | related to water quality and supply; | ||||||
| 21 | (2) the extent of water consumption and use from the | ||||||
| 22 | Great Lakes; | ||||||
| 23 | (3) the current and projected water levels of the Great | ||||||
| 24 | Lakes, particularly of Lake Michigan; | ||||||
| 25 | (4) levels of water pollution and the sources impacting | ||||||
| 26 | water quality of the Great Lakes; | ||||||

| 1 | (5) the impact of water quality and supply issues on | ||||||
| 2 | recreational activities and natural habitats; | ||||||
| 3 | (6) the impact of invasive species on the Great Lakes | ||||||
| 4 | ecosystem; and | ||||||
| 5 | (7) current laws and regulations affecting the Great | ||||||
| 6 | Lakes, including the Great Lakes Compact. | ||||||
| 7 | The Task Force may call upon experts to provide additional | ||||||
| 8 | information and testimony. | ||||||
| 9 | (d) Each year, the Task Force shall submit a report to the | ||||||
| 10 | General Assembly outlining its recommendation concerning any | ||||||
| 11 | legislative actions to protect the water quality and supply of | ||||||
| 12 | the Great Lakes. The first report must be submitted no later | ||||||
| 13 | than June 1, 2009.

| 14 | Section 99. Effective date. This Act takes effect upon | ||||||
| 15 | becoming law.
