    AN ACT concerning State government.

    Be it enacted by the People of the State of Illinois,

represented in the General Assembly:

    Section 5. The General Assembly Operations Act is amended  
5
by adding Section 15 as follows:

    (25 ILCS 10/15  new)

    Sec. 15. Relative's interest in legislation.

    (a) A member of the General Assembly may not sponsor a bill 
9
or amendment in either house that affects an industry or State 
10
agency for which the member's relative engages in "lobbying", 
11
as defined in the Lobbyist Registration Act, regardless of 
12
whether that relative is required to be registered under the 
13
Lobbyist Registration Act.

    (b) For the purpose of this Section, a "relative" is a 
15
father, mother, son, daughter, brother, sister, uncle, aunt, 
16
great uncle, great aunt, first cousin, nephew, niece, husband, 
17
wife, grandfather, grandmother, grandson, granddaughter, 
18
father-in-law, mother-in-law, son-in-law, daughter-in-law, 
19
grandfather-in-law, grandmother-in-law, brother-in-law, 
20
sister-in-law, stepfather, stepmother, stepson, stepdaughter, 
21
stepbrother, stepsister, half brother, half sister, fiance, 
22
fiancee, and the mother, father, grandfather, or grandmother of 
23
a fiance or fiancee.
