| Be it enacted by the People of the State of Illinois,
|
| 3 |
| represented in the General Assembly:
|

| Section 5. The Counties Code is amended by adding Section |
| 5 |
| 42000 as follows:
|

| Sec. 42000. Wind farms. A county may own and operate a wind |
| 8 |
| generation turbine farm, either individually or jointly, that |
| 9 |
| directly or indirectly reduces the energy or other operating |
| 10 |
| costs of the county. The county may ask for the assistance of |
| 11 |
| any State agency, including without limitation the Department |
| 12 |
| of Commerce and Economic Opportunity or the Environmental |
| 13 |
| Protection Agency, in obtaining financing options for a wind |
| 14 |
| generation turbine farm.

| Section 10. The Illinois Municipal Code is amended by |
| 16 |
| adding Section 11-15.3-1 as follows:
