| AN ACT concerning elections.

| Be it enacted by the People of the State of Illinois,
|

| represented in the General Assembly:
|

| Section 5. The Election Code is amended by adding Sections |
| 5 |
| 4-110, 5-110, and 6-110 as follows:
|

| Sec. 4-110. Election day registration. Notwithstanding any |
| 8 |
| other provision of this Code to the contrary, beginning January |
| 9 |
| 1, 2009, an election authority may accept the in-person |

| registration of voters on the day of the consolidated primary |
| 11 |
| election and the day of the consolidated election. Each |
| 12 |
| election authority that permits the registration authorized by |
| 13 |
| this Section shall provide by rule for the implementation of |
| 14 |
| this Section.
