Amends the Public Utilities Act. Requires an electric utility to refund a customer's electricity bill for the time during electric utility outages at the rate of $100 per day for an outage lasting between 25 or more hours and 72 or less hours, and at a rate of $200 per day for an outage lasting more than 72 hours. Effective immediately.

| AN ACT concerning regulation.

| Be it enacted by the People of the State of Illinois,
|

| represented in the General Assembly:
|

| Section 5. The Public Utilities Act is amended by adding |
| 5 |
| Section 9-254 as follows: |
| 6 |
| (220 ILCS 5/9-254 new) |
| 7 |
| Sec. 9-254. Customer refunds for utility outages. An |
| 8 |
| electric utility must refund a customer's electricity bill for |
| 9 |
| the time during electric utility outages as follows: |
| 10 |
| (1) A refund of $100 per day for an electric utility outage |
| 11 |
| lasting between 25 or more hours and 72 or less hours. |
| 12 |
| (2) A refund of $200 per day for an electric utility outage |
| 13 |
| lasting more than 72 hours.

| Section 99. Effective date. This Act takes effect upon |
| 15 |
| becoming law.
