    AMENDMENT NO. ______. Amend House Bill 318, AS AMENDED, by

replacing everything after the enacting clause with the

following:

    "Section 5. The Consumer Fraud and Deceptive Business 
6
Practices Act is amended  by changing Section 2HH as follows:

    (815 ILCS 505/2HH)

    Sec. 2HH. Billing and collection practices of utility

9
electric
 service providers. Each person selling generation,

10
transmission, distribution, metering, or billing of any 
11
utility
electric
service shall display the name, the toll-free 
12
telephone number
of such service provider, and a description of 
13
the services
provided on all bills submitted to subscribers of 
14
such
services.  All personal information relating to the

15
subscriber of generation, transmission, distribution, 
16
metering,
or billing of any utility
electric service shall be

maintained by the
service providers solely for the purpose of 
2
generating the
bill for such services, and shall not be 
3
divulged to any
other persons with the exception of credit 
4
bureaus,
collection agencies, and persons licensed to market 
5
utility services
electric
service in the State of Illinois, 
6
without the written consent
of the subscriber. Credit bureaus 
7
that receive personal consumer information from a utility 
8
service provider may not use that information to determine 
9
credit scores.
