| AMENDMENT NO. ______. Amend House Bill 185, AS AMENDED, by |

| replacing everything after the enacting clause with the |
| 4 |
| following:
|

| "Section 5. The Department of Commerce and Economic |
| 6 |
| Opportunity Law of the
Civil Administrative Code of Illinois is |
| 7 |
| amended by adding Section 605-975 as follows:
|

| 9 |
| Sec. 605-975. Energy efficiency contractor certification. |
| 10 |
| The Department shall establish and administer a program to |
| 11 |
| certify energy efficiency contractors within the State. For the |
| 12 |
| purposes of this Section, "energy efficiency contractor" means |
| 13 |
| a contractor that is capable of (i) evaluating the energy |
| 14 |
| efficiency needs of single and multifamily homes, (ii) |
| 15 |
| installing and maintaining cost-effective energy efficient |
| 16 |
| products, (iii) informing consumers of available tax |

| incentives, rebates, and grants, and (iv) informing consumers |
| 2 |
| of financing options available through local banks and |
| 3 |
| financial institutions that work in cooperation with the |
| 4 |
| Illinois Finance Authority. The Department may work with State |
| 5 |
| agencies and not-for profit organizations in developing energy |
| 6 |
| efficiency financing options in addition to financing made |
| 7 |
| available through the Illinois Finance Authority. The |
| 8 |
| Department shall work with electric and gas utilities in the |
| 9 |
| State in order to develop the criteria used to certify energy |
| 10 |
| efficiency contractors. The Department may revoke the |
| 11 |
| certification of an energy efficiency contractor if the |
| 12 |
| contractor fails to maintain the standards required by the |
| 13 |
| certification program. The Department shall maintain a list of |
| 14 |
| all certified energy efficiency contractors in the State, |
| 15 |
| organized by service territory, and post that list on the |
| 16 |
| Department's website. |
| 17 |
| In addition, the Department may also implement one or more |
| 18 |
| pilot programs designed to offer low-cost energy efficient |
| 19 |
| appliances to residential consumers within the State.

| 20 |
| Section 10. The Illinois Finance Authority Act is amended |
| 21 |
| by adding Section 801-50 as follows:
|

| Sec. 801-50. Energy efficiency contractors; financing. The |
| 24 |
| Authority shall work in cooperation with local banks and |

| financial institutions to develop financing options for |
| 2 |
| consumers who utilize energy efficiency contractors as |
| 3 |
| described in Section 605-975 of the Department of Commerce and |
| 4 |
| Economic Opportunity Law of the
Civil Administrative Code of |
| 5 |
| Illinois.

| 6 |
| Section 15. The Public Utilities Act is amended by adding |
| 7 |
| Section 5-204 as follows:
|

|

| Sec. 5-204. Energy efficiency contractors. All utilities |
| 10 |
| must work with the Department of Commerce and Economic |
| 11 |
| Opportunity to promote the Department's energy efficiency |
| 12 |
| contractor certification program. All utilities shall provide |
| 13 |
| a list of certified energy efficiency contractors to their |
| 14 |
| customers upon request. In addition, each utility must place, |
| 15 |
| on its website, a link to the energy efficiency contractor list |
| 16 |
| prepared by the Department of Commerce and Economic |
| 17 |
| Opportunity.

| 18 |
| Section 99. Effective date. This Act takes effect upon |
| 19 |
| becoming law.".
