| 2 |  |     WHEREAS, The members of the House of Representatives of the  | 
| 3 |  | State of Illinois are pleased to be able to recognize and honor  | 
| 4 |  | four individuals who, through quick thinking and teamwork in  | 
| 5 |  | response to an emergency situation, were successful in saving  | 
| 6 |  | the life of another; and
 | 
| 7 |  |     WHEREAS, On Tuesday, September 19, 2006, Mr. Todd Winders  | 
| 8 |  | was traveling westbound on Chicago Road in Oswego, when he  | 
| 9 |  | observed a vehicle as it collided into the garage of a  | 
| 10 |  | residence; and
 | 
| 11 |  |     WHEREAS, Mr. Winders stopped his vehicle and immediately  | 
| 12 |  | met Richard "Budd" Wormley, Cheryl L. Herron, and Sarah J. Lang  | 
| 13 |  | at the scene of the accident; Mr. Wormley had noted that the  | 
| 14 |  | driver of the vehicle had appeared slumped over the steering  | 
| 15 |  | wheel at the time of the accident; Ms. Herron is a neighbor to  | 
| 16 |  | the residence where the accident occurred; Ms. Lang had been  | 
| 17 |  | traveling on Route 34, when she noticed the crash and stopped  | 
| 18 |  | to assist in any way she could; and
 | 
| 19 |  |     WHEREAS, The four individuals all watched the vehicle catch  | 
| 20 |  | fire as it collided with a gas line in the garage; they quickly  | 
| 21 |  | devised a plan to remove the driver from the vehicle; Mr.  | 
| 22 |  | Winders used a pipe wrench to break the passenger window of the  | 
| 23 |  | vehicle, while Mr. Wormley, Ms. Herron, and Ms. Lang quickly  | 
| 24 |  | removed the victim to safety; and
 | 
| 25 |  |     WHEREAS, The quick action of the four individuals saved the  | 
| 26 |  | life of the driver of the vehicle; therefore, be it
 | 
| 27 |  |     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE  | 
| 28 |  | NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that  | 
| 29 |  | we recognize and honor Todd Winders, Richard "Budd" Wormley,  | 
| 30 |  | Cheryl L. Herron, and Sarah J. Lang for their quick action and  |
