| WHEREAS, The members of the House of Representatives of the |
| 3 |
| State of Illinois are pleased to congratulate Joel M. Carp of |
| 4 |
| Highland Park, Senior Vice President for Community Services and |
| 5 |
| Government Relations of the Jewish Federation/Jewish United |
| 6 |
| Fund of Metropolitan Chicago, on the occasion of his retirement |
| 7 |
| after almost 30 years in the social services field; and
|
| 8 |
| WHEREAS, Mr. Carp has spent his professional career in |
| 9 |
| social work, social planning, and advocacy in the Jewish |
| 10 |
| community; his responsibilities at the Federation included |
| 11 |
| management of its Government Affairs Program with Offices in |
| 12 |
| Chicago, Springfield, and Washington, D.C., planning and |
| 13 |
| budgeting for the Federation's social welfare agencies, grant |
| 14 |
| program development, and foundation relationships, Project |
| 15 |
| EZRA (Services for the Homeless, Chronically Mentally Ill and |
| 16 |
| Economically Disadvantaged), planning for services for people |
| 17 |
| with disabilities, and Chicago's Jewish Refugee Resettlement |
| 18 |
| Program; and
|
| 19 |
| WHEREAS, Prior to working for the Jewish Federation, he |
| 20 |
| spent 20 years as a professional in the Jewish Community Center |
| 21 |
| field; and
|
| 22 |
| WHEREAS, His many awards include the Melvin A. Block Award |
| 23 |
| for Professional Distinction from the Associated YM-YWHAs of |
| 24 |
| Greater New York, the City of Chicago's Commission on Human |
| 25 |
| Relations Award, and a special award from the YMCA of the USA |
| 26 |
| for helping to restore Agency for International Development |
| 27 |
| funding for human services in Lebanon; and
|
| 28 |
| WHEREAS, Mr. Carp is a member of numerous local, State, and |
| 29 |
| national professional and community service organizations; he |
| 30 |
| was awarded a full scholarship for graduate study in social |
| 31 |
| work by the UJA-Federation of New York, the 92nd Street |
