| HOUSE RESOLUTION

| WHEREAS, Executive Director Dennis G. Smith is retiring |
| 3 |
| after 30 years of distinguished service to the McHenry County |
| 4 |
| Mental Health Board; and
|
| 5 |
| WHEREAS, Mr. Smith was previously the CEO of a mental |
| 6 |
| health center and a therapist; and
|
| 7 |
| WHEREAS, He has been considered a leader in community |
| 8 |
| mental health since the early 1980s; under his leadership, the |
| 9 |
| McHenry County Mental Health Board became the only Board in |
| 10 |
| Illinois to receive funding from the National Institute of |
| 11 |
| Mental Health; in 1992, the Board became one of the few |
| 12 |
| behavior health systems to be accredited by the Joint |
| 13 |
| Commission on Accreditation of Healthcare Organizations; and
|
| 14 |
| WHEREAS, He received his BA degree with a combined major in |
| 15 |
| Social Work, Psychology, and Sociology from the University of |
| 16 |
| Oklahoma, his MSW degree from the University of Illinois, and |
| 17 |
| graduate training in management from the Carlson School of |
| 18 |
| Management at the University of Minnesota; and
|
| 19 |
| WHEREAS, Mr. Smith is the past president of the Illinois |
| 20 |
| Association of Community Mental Health Authorities; he served |
| 21 |
| on the board of the National Behavior Health Director |
| 22 |
| Association until 1999; he has served on many statewide task |
| 23 |
| forces concerned with mental health issues; he has been elected |
| 24 |
| twice to the McHenry County College Board of Trustees and |
| 25 |
| served as vice chairman; and
|
| 26 |
| WHEREAS, He provided a presentation in 1997 at the National |
| 27 |
| Alliance of Mental Illness and the National Association of |
| 28 |
| Counties; he also presented at the American Psychiatric |
| 29 |
| Association in 1998; he recently co-authored an article in |
| 30 |
| Behavior Health on the Impact on Traumatic Brain Injuries on |
