HOUSE RESOLUTION

WHEREAS, Phillip C. Stewart was first elected to the District 54 Board of Education on November 2, 1993; he was re-elected twice and his current term expires on April 21, 2005; Mr. Stewart has announced his retirement from the District 54 Board of Education; and

WHEREAS, Mr. Stewart has served on several committees while a member of the school board; he is currently a member of the Schaumburg Township Elementary School Foundation and previously served on the Budget Committee, KASPER (a Kids After School Program), the Legislative Networking Committee, and Safe Schools/Responsible Students Committee; and

WHEREAS, School safety has been a very important issue to Mr. Stewart during his tenure as a board member; he has been very proactive in supporting the development of a district-wide safety-in-school initiative; the district has a comprehensive program that includes both people and technology components and offers programs in anti-bullying, drug awareness, gang awareness, violence awareness, and character education; a School Resource Officer program was developed and implemented, and the district has utilized technology in all its buildings to provide for physical security; and

WHEREAS, He served on the KASPER board from 1993 to 2001, and during that time, in partnership with the Schaumburg Park District and the YMCA, the KASPER program was improved and broadened; he is a strong supporter of the Schaumburg Township Elementary School Foundation and currently serves as a trustee; he is a strong advocate, not only for students, but also for employees of the district, and he is a caring individual with a dedication to serving his community; and

WHEREAS, Mr. Stewart is a retired professor of criminal justice at William Rainey Harper College, where he served for 25 years and is currently professor emeritus and is a past president of the Faculty Senate; he also is a past president of Shelter, Inc., and helped ensure the opening of the Jennings House in Schaumburg; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate Phillip C. Stewart on the occasion of his retirement from the District 54 Board of Education, and we thank him for his many years of service in education and to the students, staff, and citizens of District 54; and be it further

RESOLVED, That a suitable copy of this resolution be presented to Mr. Stewart as an expression of our respect and esteem and with best wishes for a relaxing retirement.
