| HOUSE RESOLUTION
|
| 2 |
| WHEREAS, There were 188 pedestrian fatalities in Illinois |
| 3 |
| in 2003; and
|
| 4 |
| WHEREAS, There were 4,747 pedestrian fatalities in the |
| 5 |
| United States in 2003; and |
| 6 |
| WHEREAS, At least some of these fatalities might have been |
| 7 |
| avoided with changes in public policy; therefore, be it |
| 8 |
| RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
| 9 |
| NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that a |
| 10 |
| Working Group on Pedestrian-Automobile Safety be formed under |
| 11 |
| the direction of the Illinois Secretary of State and that the |
| 12 |
| Working Group be open to members from any interested |
| 13 |
| organization that contacts the Illinois Secretary of State, but |
| 14 |
| especially representatives from the Illinois Safety Council, |
| 15 |
| the Center for Neighborhood Technology, Illinois Traffic |
| 16 |
| Safety Leaders, the Illinois Department of Transportation, the |
| 17 |
| National Highway Transportation Safety Administration, any |
| 18 |
| insurance company, and any unit of local government or law |
| 19 |
| enforcement agency; and be it further
|
| 20 |
| RESOLVED, That the Working Group on Pedestrian-Automobile |
| 21 |
| Safety be assigned the task of generating the State and local |
| 22 |
| policy changes needed to make Illinois the world leader in |
| 23 |
| minimizing pedestrian-automobile collisions; these policy |
| 24 |
| changes shall address, but shall not be limited to, design of |
| 25 |
| intersections, signage, behavioral changes, and civil and |
| 26 |
| criminal penalties for unsafe conduct; and be it further
|
| 27 |
| RESOLVED, that the Working Group shall present its |
| 28 |
| recommendations to the Illinois General Assembly no later than |
| 29 |
| November 1, 2005.
