320 ILCS 60/25









    Amends the Community Senior Services and Resources Act. Provides that the Department on Aging may award grants for the purposes of modifying the physical structure of a senior services and resource center or experimenting with innovative programming, which includes but is not limited to after-hours programming, to permit a senior services and resource center to appeal to a broader array of seniors. Effective immediately.

    AN ACT concerning aging.

    Be it enacted by the People of the State of Illinois,
 
3
represented in the General Assembly:

    Section 5. The Community Senior Services and Resources Act 
5
is amended  by changing Section 25 as follows:

    (320 ILCS 60/25)

    Sec. 25. Community senior services and resource center 
8
grants.

    (a) On and after January 1, 2005, the Department may award 
10
grants under this
Act. It is
the General Assembly's intent that 
11
grants awarded under this Act shall be made
to the
extent of 
12
the availability and level of appropriations made for this 
13
purpose by
the General
Assembly.

    (b) A center must meet the following criteria to be 
15
eligible to receive a
grant under this Section:


16
        (1) It must be a non-profit agency or a unit of local 
17
    government.


18
        (2) It must be housed in a building or portion of a 
19
    building that includes
space
for group activities offered 
20
    to the community at large.


21
        (3) It must be open 5 or more days each week, 7 or more 
22
    hours per day.

        (4) It must employ paid staff.


24
        (5) It must offer 5 or more home or community-based 
25
    services to the
community at large on a daily basis.

        (6) A majority of the participants in the center's 
27
    programs must be
seniors or
family members of seniors.

    (c) A center must apply for a grant in the manner 
29
prescribed by the
Department. At a minimum, the application 
30
must do the following:

        (1) Describe the services offered by the center.

        (2) Identify the special needs of the center and how

    the grant will be
used to alleviate identified funding 
2
    problems.

        (3) Demonstrate that the center addresses the service 
4
    needs of seniors in
the community served by the center.

        (4) Describe other potential funding sources.

        (5) Describe additional funding opportunities, if any, 
7
    to be leveraged
with grant
funds.

        (6) Provide proof of the center's involvement in the 
9
    community's greater
service delivery system.

        (7) Provide documentation that funds were requested 
11
    from other sources,
including, but not limited to, units of 
12
    local government, local donors, local
Area
Agencies on 
13
    Aging, or private or religious foundations.


14
        (8) Include letters of support for the awarding of the 
15
    grant, from sources
such as local government officials, 
16
    community leaders, other human service
providers,
the 
17
    local Area Agency on Aging, private or religious 
18
    foundations, or local
membership-based
organizations.

    (d) The Department may award grants for the purposes of 
20
modifying the physical structure of a center or experimenting 
21
with innovative programming, which includes but is not limited 
22
to after-hours programming, to permit a center to appeal to a 
23
broader array of seniors.

    Section 99. Effective date. This Act takes effect upon

becoming law.
