AMENDMENT TO HOUSE BILL 4952

    AMENDMENT NO. ______. Amend House Bill 4952 on page 2, by 
3
replacing lines 13 and 14 with the following:

    "(b) Subject to subsections (c), (d), and (e) and 
5
notwithstanding subsection (a), beginning with the 2007 
6
registration year, with"; and
 
7
on page 2, lines 20, 25, and 30, by replacing "fuel economy" 
8
each time it appears with "annual fuel cost"; and
 
9
on page 3, lines 5 and 6, by replacing "fuel economy" with 
10
"annual fuel cost"; and
 
11
on page 3, immediately below line 10, by inserting the 
12
following:

    "(c) If any vehicle to which subsection (b) applies is 
14
registered for the first time before January 1 of the calendar 
15
year corresponding to the vehicle's model year, the 
16
registration fee for that vehicle for that registration year 
17
shall be $78. After that first registration year, however, that 
18
vehicle's registration fee shall be determined as provided in 
19
subsection (b).

    (d) If any vehicle to which subsection (b) applies is a 
21
flexible fuel vehicle, as determined by the Department of

Energy and the U.S. Environmental Protection Agency, that 
2
vehicle's annual fuel cost rating shall be determined by its 
3
annual fuel cost when operated on gasoline, rather than by  its 
4
annual fuel cost when operated on a mixture of gasoline and 
5
ethanol.

    (e) If, before the applicable registration year has 
7
expired, a person acquires a vehicle to which subsection (b) 
8
applies and disposes of his or her previously registered 
9
vehicle, the person's registration shall continue until the end 
10
of the applicable registration year, and he or she shall not be 
11
entitled to a refund on his or her registration fee and shall 
12
not be required to pay any additional registration fee, 
13
regardless of whether the registration fee for the newly 
14
acquired vehicle is lower than, higher than, or the same as the 
15
registration fee for the previously registered vehicle. 
16
Beginning with the next registration year, however, the 
17
registration fee for that newly acquired vehicle shall be 
18
determined as provided in subsection (b).".
