    AMENDMENT NO. ______. Amend House Bill 4406 as follows:

on page 1, line 9, by replacing "entitled to" with "eligible

for"; and

on page 1, line 19, by replacing "appropriate" with 
6
"comparable"; and

on page 1, immediately below line 20, by inserting the 
8
following:

    "As a condition of grant renewal, the person must provide 
10
the Commission with a recommendation for the grant by an 
11
academic counselor, advisor, or instructor at the institution 
12
of higher learning.".
