Amends the Board of Higher Education Act. Requires the Board, in cooperation with representatives of public universities, to conduct a study to seek alternative methods, such as privatization, to meet the demand for additional and upgraded student housing. Effective immediately.

| AN ACT concerning education.
|

| Be it enacted by the People of the State of Illinois,
|
| 3 |
| represented in the General Assembly:
|

| Section 5. The Board of Higher Education Act is amended by |
| 5 |
| adding Section 9.30 as follows: |
| 6 |
| (110 ILCS 205/9.30 new) |
| 7 |
| Sec. 9.30. Student housing study.
|
| 8 |
| (a) The General Assembly finds that privatizing student |
| 9 |
| housing will allow public universities to undertake student |
| 10 |
| housing projects using the efficiencies and creativity of the |
| 11 |
| private sector while maintaining control over design, |
| 12 |
| operation, and quality of project. |
| 13 |
| (b) The Board, in cooperation with representatives of |
| 14 |
| public universities, shall conduct a study to seek alternative |
| 15 |
| methods, such as privatization, to meet the demand for |
| 16 |
| additional and upgraded student housing. The study shall |
| 17 |
| address cost-efficiency, private developer opportunities, |
| 18 |
| liability issues, capital investments, financial impact, |
| 19 |
| financing scenarios, operating options, and student life.

| Section 99. Effective date. This Act takes effect upon |
| 21 |
| becoming law.
