    Amends the Board of Higher Education Act.  Requires the Board, in cooperation with representatives of public universities, to conduct a study to seek alternative methods, such as privatization, to meet the demand for additional and upgraded student housing.  Effective immediately.

    AN ACT concerning education.

    Be it enacted by the People of the State of Illinois,

represented in the General Assembly:

    Section 5. The Board of Higher Education Act is amended  by 
5
adding Section 9.30 as follows:

    (110 ILCS 205/9.30  new)

    Sec. 9.30. Student housing study.

    (a)  The General Assembly finds that privatizing student 
9
housing will allow public universities to undertake student 
10
housing projects using the efficiencies and creativity of the 
11
private sector while maintaining control over design, 
12
operation, and quality of project.

    (b)  The Board, in cooperation with representatives of 
14
public universities, shall conduct a study to seek alternative 
15
methods, such as privatization, to meet the demand for 
16
additional and upgraded student housing.  The study shall 
17
address cost-efficiency, private developer opportunities, 
18
liability issues, capital investments, financial impact, 
19
financing scenarios, operating options, and student life.

    Section 99. Effective date. This Act takes effect upon 
21
becoming law.
