| AN ACT concerning State government.
|

| Be it enacted by the People of the State of Illinois,
|

| represented in the General Assembly:
|

| Section 5. The Department of Agriculture Law of the Civil |
| 5 |
| Administrative
Code of Illinois is amended by adding Section |
| 6 |
| 205-450 as follows:
|

| (20 ILCS 205/205-450 new) |
| 8 |
| Sec. 205-450. Anhydrous ammonia security grants. The |
| 9 |
| Department of Agriculture shall establish a grant program to |
| 10 |
| improve security at anhydrous ammonia facilities by |
| 11 |
| encouraging the industry to utilize industry approved ammonia |
| 12 |
| additives, install tank locking devices, or install security |
| 13 |
| systems to prevent the use of anhydrous ammonia in the illegal |
| 14 |
| manufacture of methamphetamine. The Department shall determine |
| 15 |
| the eligibility of applicants for grants under this Section. |
| 16 |
| Subject to appropriation made for this purpose by the General |
| 17 |
| Assembly, the Department shall award grants to eligible |
| 18 |
| recipients in accordance with rules adopted by the Department.

| Section 99. Effective date. This Act takes effect upon |
| 20 |
| becoming law. |
