| AN ACT concerning education.
|

| Be it enacted by the People of the State of Illinois, |
| 3 |
| represented in the General Assembly:
|

| Section 5. The School Code is amended by adding Section |
| 5 |
| 34-18.32 as follows: |
| 6 |

| Sec. 34-18.32. Healthy Kids - Healthy Minds Expanded Vision |
| 8 |
| Program. Because 80% of a child's learning is felt to be |
| 9 |
| through the visual system, the board shall establish a program |
| 10 |
| to identify students who are in need of basic health care, yet |
| 11 |
| are not covered by insurance or public assistance or do not |
| 12 |
| have the financial ability to pay for services and therefore |
| 13 |
| are not receiving appropriate health care, to be known as the |
| 14 |
| Healthy Kids - Healthy Minds Expanded Vision Program. Through |
| 15 |
| this program, the district, in cooperation with health care |
| 16 |
| providers, shall serve students at a minimum or no cost to the |
| 17 |
| students. The program may provide, but is not limited to, |
| 18 |
| vision examinations and glasses, dental care, hearing |
| 19 |
| examinations and hearing aids, and counseling services. |
| 20 |
| Eligibility for services must be determined by prioritization |
| 21 |
| of students based on both physical and financial need.
