    Be it enacted by the People of the State of Illinois,

represented in the General Assembly:

    Section 5. The Higher Education Student Assistance Act is

amended by changing Section 95 as follows:

    Sec. 95. Capacity of minors. Any person otherwise

qualifying for a loan
guaranteed or originated by the
