Amends the Illinois Vehicle Code. Provides that a person under the age
of 19 years may not use

cellular or other mobile telephone while driving. Provides that the
provision does
not apply
to specified communications regarding emergency situations. Provides that a violation is a petty
offense punishable by a fine of $100. |

| AN ACT in relation to vehicles.
|

| Be it enacted by the People of the State of Illinois, |
| 3 |
| represented in the General Assembly:
|
| 4 |
| Section 5. The Illinois Vehicle Code is amended by adding
|
| 5 |
| Section 12-610.1 as follows:
|
| 6 |
| (625 ILCS 5/12-610.1 new)
|
| 7 |
| Sec. 12-610.1. Mobile telephones; persons under 19. |
| 8 |
| (a) Except as otherwise provided in this Section,
a person |
| 9 |
| under the age of 19 years may not
use a cellular or other |
| 10 |
| mobile telephone while
driving. |
| 11 |
| (b) This
Section does not
apply to the use, while driving, |
| 12 |
| of
a cellular or other mobile telephone for the
sole
purpose of |
| 13 |
| communicating with any of the following
regarding an emergency |
| 14 |
| situation: an emergency telephone
system or other service that |
| 15 |
| refers emergency calls to the
appropriate public safety agency; |
| 16 |
| a hospital,
physician, physician's office, or health clinic; an |
| 17 |
| ambulance
company; a fire department; or a police department. |
| 18 |
| (c) A violation of this Section is a petty offense |
| 19 |
| punishable by a fine of $100.
